Ping Cell phones

I am looking for a software(web based or mobile application) that will allow me to ping a cell phone using only the cell phone number so as to determine the cell phone user's location and it will allow me to read the location on a map like Google Maps. IMPORTANT:No software to be installed in cell phones that I will ping to get location. This should work inside the Europe with all of the major European carriers. The way a ping works is: it determines the three closest cell phone towers to the user and then calculates the user's location. I am looking for a turnkey experience and from someone who is already experienced with cell phone pinging. It would be ideal if you can provide me with a working example of your work similar or exactly to what I am looking for prior to my provider selection. ATTENTION:NO SOFTWARE to be installed in the cell phones that I will ping to get location. NO MILESTONES payments to be released before testing the service.
