Newsletter design in MS Publisher

I need a regular newsletter template designed. The design needs to be within Microsoft Publisher, so that we can update the content each period. We have previously had a template that we used, however we have changed our name and branding and it is now out of date. I am looking for something new and fresh and modern. I have attached: Our logo in 3 types of file, our old newsletter template to give an idea of the type of content we publish and a newsletter with a style that I like. However, I do not want the design to be simply a copy of this newsletter. What I am looking for is: An 8 page design with a modern style and feel; the middle 6 pages can be the same; A front cover with logo and a table of contents; A rear cover with logo, contact details, noticeboard and key dates; There should be provision throughout for pictures to be inserted; The title of the newsletter is "BUSINESS insight"; The template MUST BE in Microsoft Publisher.
