Video Graphics Morphing Conversion

I am looking for someone to write a program for displaying graphics. What I need is an executable program that will take a long rectangular sample off of a computer screen and wrap it into a donut shape. The media (motion video) on the computer will be displayed in a predetermined long rectangle, let’s say 2048 pixels wide by 240 pixels high. The software I need will then be activated and it will take this rectangular image and wrap it into a full 360 degree donut shape of 240 pixels in width. The top of the rectangle image would be the inside diameter and the bottom would be the outer diameter (slightly stretched to fit the entire circumference). The rest of the screen will be black inside and outside the donut. This is a very common thing with graphics programs and text. The text is wrapped along a path and the outer edge expanded. Note this needs to be full motion quality video as well. Another option needed is the ability to make adjustments to the starting image location (where to sample from).
