Clean Single-Page Website Concept

I'm looking for a skilled and detail-oriented web designer for a single-page site concept using the Bootstrap framework (sticking to the grid, so it's relatively easy to build). The concept will need to be created with responsiveness in mind, delivering concepts for both desktop and mobile views. The site needs to look like an industry leader. • Hoping to find someone who can include some user-experience design to make the site concept more alive (these details would be sorted out in a conversation or in rough "this moves here when this happens" concepts). • Once the concept is done, the page will be built (we have developers). Once launched, we'll immediately get going on the full site concept, which is a larger project. If we work well together, we'd ideally keep the same designer for the next phase.
