Hi -
I'm looking for really solid developers to work hourly on large projects I have upcoming. I haven't found what I'm looking for on Freelancer yet when it comes to CSS/layout/jquery/javascript experts, so my search continues. Ultimately, I'm going to hire 3 or 4 people to do this project and hopefully find a developer or two that I can use for significant projects in the future. I'm looking for good communication (your english can be rusty, I'm more interested in you keeping me up to date on statuses, being in touch frequently throughout the project), solid understand of what I'm trying to accomplish, testing your own code to make sure it works correctly the first time, and intentionally completing ALL requirements without needing me to reiterate what hasn't been accomplished yet. Too many of my recent projects have been riddled with having to tell developers that what they've done isn't right, merely because they haven't bothered to test it. I'm looking for someone who completes it correctly the first time.

Here's the actual project:

1) Please download the attached WORD document with requirements and screen shots.
2) There are two sites included in the word document. One site is with a floating base bar, the other is with a "fixed" base bar.
3) I'm looking to accomplish a hybrid. The floating base bar only works half of the time because it's completely reliant of javascript page resizing to execute the position. I want a developer to use CSS just like on the Fixed base bar example, but then to use javascript (or whatever method) to determine when the base bar should show the bottom margin.

I'll be paying hourly, but the expectation is that this only takes an hour or two max. I have a list of about 15 different projects like this one (most of them more intensive) that I'm looking to hire for after this the bigger projects are to come for the right developer. NOTE, this project looks intensive with the size of the instructions I'm sending, but it's merely to make sure everyone is perfectly clear. This is a small project.
