Online and offline book manual

Looking to convert 115 pages of soft copy PDF manual into a user-friendly solution. Here are the requirements: 1. Ability to have customizable views set up at the very start by selecting profile which would then prioritize particular sets of information within the overall package- i.e. rather than displaying all headline items, it might select 5-6 critical headlines & automatically expand text for 1-2 key issues, based on the needs of that audience. All audiences would have have the option to access to all information (if they choose), but the initial view will be distilled down to the essential items relevant to their role. 2. Ability to expand/collapse text, so that initially only a headline + 2-3 lines of text will be visible for each key point, but additional information presented upon clicking e.g. 'read more' (similar to collapsible Facebook posts). 3. Embedded hyperlinks taking viewer to other parts of the Manual (kindly advise on possibility of opening additional files outside the platform e.g. in an internet browser) 4. Ability to have definitions appear in pop-up boxes when hovering cursor over key words. 5. Easy to access on Mobile Devices (primary target is the desktop, second is smartphones, third is tablets). 6. An offline interactive version (offline that includes the features above) Note: -Offline solution is required (can be simple: similar to what is currently available). -Text/content easy for HEA to update and revise is important (not structure/architecture, but updating/revising text only).
