Sustainable SEO for a micro niche mobile phone website

We are looking for an expert SEO professional to rank a dotcom website to top 3 in Google for one search term/keyword for US traffic.

The keyword should be in the top 3 in google within 1 month. If it is not possible, please give reason and a tentative timeline for it.

The keyword is from a micro niche from the mobile phone category, and the competition for the keyword is low-medium level. In Google US, the keyword is searched on about 10,000 times monthly. So, I don’t think it will be a difficult SEO work and therefore I don’t anticipate a high bid from you.

Once you have given me your PMB I will let you know the keyword and the URL, and you should tell me how you plan to achieve the target and how long it will take. You should also adjust your bid based on the keyword and the URL provided to you. Please also submit your credentials and past SEO achievements (website names if possible).

Please also provide a description of SEO techniques you will be using and how you intend to obtain the links for the project.

We are only looking for a "sustainable SEO", i.e. not a 30-day blip in Google SERP, but for long-term high-SERP thanks to quality links and quality work.

We will require a report with the following info before completion of project.
