Marketing strategy for top-sourcing IT company

I am running a pool of high-end software developers and project managers. We specialise on outsourcing with the difference that we are doing top-sourcing. We collect talented freelancers from all over the world, screen them and either hire them out for work or take over entire projects including project management. Our standards are very high. We only work with senior developers. Most of our guys have master degrees in IT and more then 10 years commercial experience. Our project managers are certified (e.g. PMP) and we have a very tight quality control and QA using state of the art tools like JIRA and GITHUB. We also have extremely strong technical leads who consult and supervise the perfect use of the right technologies for each project. We work on projects as big as full grown custom ERP systems (multi-million dollar developments) and as small as websites. Our minimum project size is US$10k and our hourly rate are a flat US$69/h.
What we need now are sales. I have other post at Elance for creating Freelancer, Elance, Odesk... profiles and doing direct and internet sales and lead-generation but I believe it would be good to get some advice about the best way to approach the marketing.
Please approach me with a high level plan (I am not asking to give away a plan for free - I just like to get an idea if you know what you are talking about). Please also show me some samples of companies on elance etc. that are successfully getting sales where you have been involved with. We are still at the beginning. We are already making a lot of revenue but until now it was all word-of-mouth. We will need branding, a website (we can build that) and guidance, but most of all hard sales for large projects.
If you offer that service I would let you run the entire campaign. What I want is not to worry about the sales part but just focus on the operation.
