I am looking for a person/team to code a program that is able to automatically display information (in the form of videos, pictures, graphics, flash or a quiz).

The basic idea is that I am trying to create a game which can be played in real life using a GPS set (specifically the Garmin Oregon 450) and a mobile computer (most likely a netbook, will run either Windows XP or 7).

Using these 2 hardware, people will navigate using the GPS set to certain points of interest. Upon reaching these points of interest, the software I want will display the information. There could be perhaps a video running followed by a quiz, presented in a text format.

The application of such a software would for example be in designing a maths-based navigation game. Students would be divided into group of 4 and will walk around to various points of interest. An example of a point of interest would be a river, where the application of trigonometry will be required to find the width of the river.

Brief Specs:
2 interfaces. One for administer to key in / upload information and one for the users to see this information.
Information can be triggered when users key in information (automatic triggering preferred)
Points can be scored and tallied.
Ability for software to present next checkpoint after completing quiz or questions
Dynamic routing of checkpoints. Eg. if a quiz was answered incorrectly, users will be redirected in a different way as compared if it were answered correctly
Preference for use of freeware, eg. MYSQL for DB

Communication via bluetooth between the GPS and computer that will automatically trigger a preset information.
Open to programming language employed. Java prefered, but C++ or Python also acceptable.
Communication via a central server that will:
a. Keep track of movement of people (ie. their last checkpoint, points scored, etc)
b. A possibility of dynamic interaction. Eg. if 2 parties are determined to be going to a same location, one can be redirected to a checkpoint that is not receiving anybody.
If you are able to customise the following program: WhereIgo ([url removed, login to view]) to run the quizs and videos, that should also be workable (then we just run our game with the GPS set alone)
If you can incorporate animation to the software so that it is seamless, we are also open to that, and would be willing to pay for that seperately (see whereIgo for example of animation)

My company is still at the idea development phase, so the above is not a complete scope of the project. It is however a fairly accurate description of what we are looking for and if you are able to do the above, the more specific scope will not entail any additional competencies.

Also let me know how long you expect to be able to finish such a project (given the information above). We expect to be able to finalise the specs for this project in around mid - October.
