Developement of License Plate Recognition Algorithm

I'm in need of someone who can program a License Plate Recognition algorithm in Python, C# or Java.

It should be able to take an image as an input and tell me where the possible license plate is located (if any) and give a pretty good recognition of the characters in the image (not necessarily perfect though, I know that isn't possible).

Whats most important however is that you are able to deliver the source code so I can use it in my own project. Preferably with comments in the code or a small guide to using the system.

The system is for use in a real-time camera monitoring system, but I don't want any closed source things in my system where I have to pay royalties.

It should be relatively fast but that doesn't really matter as each camera is going to have it's own low powered computer anyway.

Finally, I prefer the solution in Python or Java. But C# would also be fine.

Maybe also give an estimate on how much for implementing it in different languages? (I will have to port this between Linux and Windows).

Attached is a picture of a typical Danish license-plate. It's mainly Danish plates that needs to be recognized, but if the system can handle other types as well it would be awesome!
