Simple Javascript Vimeo Video player using Javascript API

We need to customize a Vimeo video player embed, using the javascript API located at [login to view URL] Using the "playProgress" event, we want to record in a cookie the time in the current video that the person leaves, using beforeunload event on window. This is the part we are not sure of, below. If this is impossible please do not bid. When the user comes back, it should ask them on the video player if they want to start where they left off, or go back to the beginning. Not sure if you can use CSS and javascript to do this. If it is possible, we would like to complete this project as soon as possible.
