openvpn bridge/ tunnel to share public ips on different geographic servers

we are looking for someone who can help configure and explain the configuration needs and step by step how to successfully configure servera to see server b's public ips as local ips. For example, server a located in ny has to see server b colocated in atlanta with ips 68.x.x.x as ips that is can use on its programs. This has to be scalable, for example if we have 5 servers in 5 locations, we have to be able to add additional bridges or configuration files to the head server A to see multiple ranges of ips as local ips. Also, is has to be able to be done in blocks, for example server b might have a public /27 all of which needs to be bridged or available to server a on an application layer.
