Error in Magento (Payment)

SQLSTATE[23000]: Integrity constraint violation: 1062 Duplicate entry '000000032' for key 'UNQ_SALES_FLAT_ORDER_INCREMENT_ID'
When a payment is canceled , the order keeps in status "depending" . the payment can not be done for the second time for this other or new orders. This is a problem. Now i delete the order so that account is unlocked. Otherwise it stays locked when process a payment for that customer.
Please help me with a solution, i don't understand why Magento didn't see this mayor '"BUG".
