Write an Alert sound Android app

In short I need a skilled and experienced app developer to create an alert sound app for android, I will provide the sound file and company logo to use for the app. Needs to be written in Android Studio and provide/submit the *,apk file to the company when completed, This will be a simple app with a widget for the home screen. The app will also require a strobe lighting effect to be activated via the flashlight on the device. You will need to agree to a standard non disclosure/Confidentiality agreement to be selected for this project.
