Ipad Mobile data management app

We are looking for a IOS programmer who will make an app which will capture the client information and this will create a profile in which the client will make a product request like a shopping cart, this will have also a video integrated and a little game. but this has to work offline and when the ipad gets a wifi signal this can do a sync with an online server in which this will reunite the databases into a single one, in order to make queries and filters of the clients requests. also we will need to compile the app with our apple developer ID. because this will be an in house app will not be uploaded to apple store.
