Update 3 February, 2011: I have changed item 2 and added item 7 below. I will not look at incomplete bids. Please make sure that you read about all that a bid must include in the "Detailed Requirements" section below. I am soliciting Requests for Proposals to build a mobile application that runs in the background on various platforms, sending GPS coordinates to our servers. The criteria are as follows: 1. The application must run on iOS (iPhone and iPad), Android. Please include as a line items additional development costs for Blackberries, Symbian, and Windows 7 phones. 2. The application must work when it is not in the foreground and in environments that support it should restart as necessary. 3. The app will send data to our OpenGTS server. 4. The server’s host name should be configurable. 5. The app should log data at a configurable interval (e.g., every 1 minute) 6. The data should be automatically sent to our server(s). I.e., the user should not have to initiate a send. The interval at which the data is sent should be configurable. 7. Contingencies should be in place to resend data that does not make it to the server for any reason. 8. Accuracy should be configurable (but not necessarily by the end user). For the purpose of the rest of this proposal assume 100m accuracy.
Proposal Delivery Please include the following in your bid response: 1. Your experience in developing and supporting mobile GPS applications on the requested platforms. 2. Cost and timeline of developing the application for iOS and Android 3. Additional cost and timeline, if any, for a Blackberry, Symbian and Windows 7 version. 4. Technical description of how the application will work, including: a. How the app will interface with OpenGTS b. How the app will store data c. What format the data will be transported in d. How the app will affect battery life of the device e. How the app will store data when it is out of range and cannot send f. Technologies used in building the app, e.g., cross compilers, or existing APIs g. Cost for supporting the application. RFP Delivery Date All responses are due no later than: 11:59 PM (US Mountain Time) on Sunday, February 6, 2011. Expert Guarantee Please provide an expert guarantee for consideration on this project.

I have updated the requirements to remove the requirement to start automatically on all platforms. I have also added a requirement that we can configure the accuracy. When quoting battery impact please assume 100m. I have also reduced the Expert Guarantee to 10%. Thank you, Brad
