Hello, I am happy to write the app for Android. As I understand your specification, you want the app to obtain GPS coordinates at regular intervals and upload them to your server. If there is no connectivity, the coordinates will be cached and uploaded when possible. The app will run be able to track the user in the background as well. I propose a bid of 130 USD with the app completed within 5 days. Ideally I can send you a test copy within the first few days and then we have plenty of time to make adjustments. In order to complete the app, I will need the API endpoints for submitting the coordinates to your server. If you want a particular user interface please provide a sketch.
