Programs using RSS Feed and Dropbox API for simple file sharing

I need to make two desktop applications that are exactly the same
One C#.NET/WPF for WIndows and the other Obj-C Cocoa for OSX
Both will be used to share audio sound effects from user to user and are just test applications that will be integrated into our main applications later once proven it works.
There are two main sections:
1. The top half will be a simple RSS Feed that users will use to request sound effects from other users
Users will be able to add requests to list and mark how many days for the request should remain in the list.
This should be added to an XML file on our server that all client programs will read from when the application is launched and maybe updated once every 15 mins.
Also when a User1's RSS request is selected by another user his name will be selected in the bottom part of the application to get ready to send him what audio file User1 just requested.
2. The bottom half is the Dropbox part.
Users will enter their Dropbox user/pass into the application to be added to the sharing community and their credentials will be uploaded to our server in one main user/pass XML file.
Once added their name will appear in the ALL USERS node of the treeview to anyone else running this application.
Users can add them to the FRIENDS Node or create Teams if working on a project together.
Both applications need to support Drag and Drop from another application for test so when audio files are dragged to a user in the list the files are sent to their associated DropBox account in folder named SFX and in a subfolder with the Users name that the audio files came from.
Importatant: Files need to be sent one direction and NOT in a shared folder.
So if User1 request files in the RSS feed then User2 can drag them to User1 and a folder will be created in User1’s dropbox named \SFX\fromUser2\(files dragged from User1) but these same files should never appear in in User2’s dropbox account.
If this is not possible after studying the Dropbox API then we can cancel the whole project.
Once files are sent to a user they probably should be copied to a temp folder until upload is complete and then cleaned up after with all safeguards in place if the main program crashes during the process to resume. The needs to be done in the background to to affect the main program doing other operations.
Once both applications are proven to work we will need help transplanting them into our main applications also so make sure to bid with these few extra hours in mind.
A WPF GUI will be supplied.
