Small .NET app as a service

I need a small .NET app written, preferably in C#, that will run as a service on Windows 7 Pro and Windows Server 2003 and above. The attached Word document outlines the functionality I require. The attached VS2010 project is an example of what I am after. I have a preference for using the DevExpress suite of controls, but this is not mandatory. If your proposed solution is robust I can ignore this preference. The .NET Framework 3.5 is to be targeted. I am expecting the following as deliverables: 1. A service that runs as outlined above. 2. A VS2010 project that I can pull into my own dev environment. 3. Ownership of all source code and IP used in the solution. 4. Completed project within 7 days. Please ask questions if you are unsure about anything. Please do not respond with questions like "What is your budget". There is more than enough information attached to ascertain how long this will take and what degree of difficulty is involved. Personally, I consider this very simple but I may be missing something that makes it more difficult.
