I need to stream video to both Android and iOS devices from a .NET program running on a windows PC with either Windows 7 or 8. The video will come from a basic webcam that plugs into the PC with usb. So it will probably be a twain device. A URL needs to be provided with a unique port for the user to connect to. The stream needs to be live and not saved to a file and then played. I know iPhone supports HLS but not sure on Android. It needs to be in one program for both. If the person needs to select to stream for Android or Apple then that is fine as long as both are supported. It would be great if I can stream then to HTML5.
No special interface needed because I will change this. I need to enter the port in a textbox and have the URL to show. I assume it will be the IP address of the computer with the port and whatever else you have added on the url.
Please let me know what you can do for me on this including the language you will use, length of time to completion and any other information you have. I also need to know your quote - one flat price for the project. If you have a demo to show that is compiled of this working that I can try out then you will get selected much faster.
