.net (vb) sql xml SCORM developer

I am seeking a .NET developer to work in vb language to produce a "management control" web application. This involves strong use of a treeview control (i can buy a control if that is the recommendation) and a windowing metaphore. A user can navigate to a node and a corresponding content window appears. A user can "split" the treeview so the current node and subnodes is all that is in the navigation pane. This can be done endlessly. Window/pane managment in a web browser would feel like a desktop. This is a concept prototype development and the developer would need to suggest alternative displays that are more easily produced. I am seeking a weekly or hourly rate because there are other tasks I wish to use the developer for. Bid amount should be per 40hr week - then advise if you are available only few hours a week (i.e. 24hrs). Links to web accessable .net sites are the best way to gauge experience and screen layout abilities. You would need to keep a local server here current or code from it so we can collaborate. Exposure to Macromedia flash and the SCORM standard is a big plus. I would entertain a "retainer" of steady x$ per week for average of x hours delivered.

I am extending since I am called away for a few days. The ideal candidate for this job will be an individual or a member of a small team who does some of the work themselves. I would like to start at 24/hr per week and grow from that. I would like to have e-mail or IM exchanges with the developer on occasion - not with an intermediary who does not do a portion (or all) of the coding.
