What I am looking for a very simple to use application where members can make their own podcasts for use on the website. The only thing I have found close to what I am looking for is something like this, [url removed, login to view]
Obviously what I am looking for would be something a bit more flashy that this simple layout. But you get the over all idea on this. A fairly simple, straight forward podcast creator tool. It will need a step by step instruction guide that will allow ANY noob to be able to follow through and create their own. This is essential because it's a piece in a bigger website (in development). I will also need adspace left available in the design to plug in later. This is the first generation of this site. This converter is what is needed first. It will also need a flash header. Something snazzy, and music oriented like you see on these templates.

The project this program/website is a piece of what will be much bigger and built over the next year as new puzzle pieces are added. I did find another example of this application working at <[url removed, login to view]> I want to start work on this ASAP. So make sure you submit your official bid per RAC.
If you are below a 7 in RAC ranking, do not bother submitting a bid. Also, this project is for the WHOLE SITE. Not just the tool. So you must be able to complete all of it. Make sure you have that included in your bid. This will be a blend of BOTH sites. Including graphics, the tool, application, FAQ, guide, etc. Make sure you are INCLUDING EVERYTHING in your bid. Both in time, and cost. If you do not complete it 100%, you are not getting paid.
If you are a programmer, and can't do the design work. Please make sure that you let me know that. I need full disclosure. Also, once I find a coder who can do the work. I will close out bidding.
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

I am looking over the coders who have PUT IN BIDS, and making sure that they understand the project in it's entirety. I need the complete site. I have some who've only bid on the manuals. Others only on the application but no the design, and so forth. I am looking for a complete solution on this project so I can accept a bid and get moving forward.

Sorry. One more point that has come up in several conversations. You need to do this project 1. to specifications in example. 2. You must be able to complete everything from the site, DB, guide, tool, etc. So you have to be able to do ALL of this project. I am not looking for the tool on one coder, design somewhere else, etc. etc. Sorry for the confusion.
This needs to be able to run in all browsers, and look uniform whether Opera, I.E., Firefox, etc. The server is a Linux. That means it must NOT be a WINDOWS SERVER APPLICATION.
