Bitmap image attached to the cursor symbol

We need a software module that displays a semi transparent color bitmap in a steady location relative to the cursor symbol. The bitmap should move smoothly together with the cursor symbol, in an update rate similar to the cursor symbol. Similarly to the cursor, the bitmap should be displayed on top of any other window and should not damage the background image as it moves away. The bitmap image should not be affected by changes of the cursor type or cursor symbol.

1.? ? ? ? ? It should be possible to replace the bitmap during operation. Furthermore, it should be possible to replace the bitmap with a one having different size during operation. Maximal bitmap size is 100x100 pixels.

3.? ? ? ? ? It should be possible to define the x & y offset of the bitmap upper-left corner to the cursor position during operation.

5.? ? ? ? ? The software module should be able to compile and run on Windows XP and Windows Vista, and work smoothly with any standard graphic card/board.
