Intercept Appplication Open file calls

I would like a Module, Class or DLL written in VB.Net that will intercept Open File calls by various applications and perform some routine then pass control back to the application.

I would like to have the option to specify which application to intercept and what routine to call when a file is opened by the selected app.

The following are information I require from the intecept....

1, Fullpath and name of File being Opened

2, Perform a routine and give control back to the requesting application without it timing out.

3, Must be able to handle multiple requests by multiple applications.
