Dual Registration Error - Drupal Expert Only

I have a site that has dual registration. Designers and Project Managers. A check box on the 1st page of registration for one then takes you down 1 of 2 paths. Either your account will be set up as a designer or as a project manager. If you set up your account as a designer, you need to be approved by admin before you can be a member. Today, the site will give access to the designer when they move to page 2 of the registration process and then when they go from page 2 to page 3, it then blocks the designer from gaining access. I need the designer ONLY blocked the entire time until approved. My problem is that if the designer goes past page 1 but does not go past page 2, he is registered. I have designers who have not completed the registration process but are able to have full access to the site, which is a problem. I need this bug fixed. Thank you.
