Downloads system

I will require a PHP system that will allow me to add downloads, add news, administrate users, use advertisements, allow users to add downloads but I first have to approve, allow me to add a "flag" to a user that allows them to add downloads without my approval. I will need some more features, but this is basically the general idea. This must be database driven (MySQL). All files posted must be uploaded to a clean directory (/downloads/) or something to that effect. I will need this to be graphically enhanced, I don't want an ugly text-only system. This should be similar to [login to view URL], but not an exact clone. I want to be able to add download categories, and when a download is added I want to be able to select which category it goes to. The system must be easy and clean to install. Nothing that takes more than 10 minutes. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). The project must be completed to the buyer's specification. If the coder is unable to implement a requested feature, the buyer has right to refuse the project and is not obligated to pay. ## Platform It must be in PHP. The database used must be MySQL. HTML/SHTML are okay to use in the project aswell.
