Google Map/ Website/ Database Project (repost)

I have 10 different Access databases with up to 60,000 addresses. Each one is pretty much self contained and in a different format (1 has 3 tables the rest have just one) and there isn't any information shared between them. I would like to keep them in the format they are in if I can since I will be updating them every six months or so from a government source. I need to: 1) Use googlemap to geocode the addresses and create lat and long columns. I would need to be able to have the degree of precision (exact address vs. city) noted and different displays for the different degrees of precision (i.e. green ball for exact, red for street). 2) Create a website (I can provide the general format) where a client can select a location on googlemap, select run report, and be presented with a googlemap of all of the locations within a defined (by me) radius. The location would not be labeled and would not need to have any visible information associated with them. just green and red dots. The radius would initially be set to a predefined distance for each database. There should be a drop down box that would allow the user to change the radius to one of three options. 3) The user would be presented with an option to purchase a report. After athentification (I imagine a separate section of the website where a user can sign up for an account) the user would receive a report of the addresses within the defined radii. The report would be very simple, boilerplate and selected columns, just needs to be easily printed and look decent. Some work has been done on this, which you could use. You would be working for someone who knows how to do most of this (not me) but doesn't have the time so he would be able to assist and answer technical questions. I have a godaddy hosting account right now, so you would need to be familiar with SQL/database stuff, the googlemap API (or confident that you could figure it out) and some website design.
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
