For Vbulletin 3.5.x
I would like to have "Upcoming Events" and "Birthdays" that are displayed in the "What's going on" section of forumhome to show up at the top of all pages, not just forumhome. I've been able to get this section to display at the top of forumhome by just making a template change. You can see what I'm mean here: <[url removed, login to view]>
I would like the change to use the Plugin system that vbulletin now supports if possible.
I would like them to be displayed just below the Navbar. Maybe using the navbar template so that every main page template wouldn't have to be modified.
I would like the code that is turned over in a format similar to releases on [url removed, login to view] with instructions. I'm a control freak, no access will be granted to the forum file system nor admincp. I'm familiar with installing hacks, I've just not been able to find a hack that does what I need.

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
