I am new to this area, hence I request you to guide me through entire process.
I am working voluntarily to build a website for public organization. The prime purpose of this website is real time monitoring of data uploaded through Electronic devices along with 10 pages giving basic information about the organization. I have installed some devices which can feed the data to web via GPRS (HttpPOST or HttpGET). I have used google forms and spreadsheets to upload and store my data. But These have size limitations and load time problems. Hence I have borrowed a account on iPage web hosting

The content is same but I want it to be more fluid with water and environment theme and best graphics, visualizations and animations. At the same time it should load faster even on a low bandwidth connection.

I have different devices which uploads different tables in a database. These devices uploads the data every 5-20 seconds a one to six column data. I think it is better, a new database is created every month automatically. The webmaster should be able to customize the database tables and columns and to suit the devices.
The homepage should dynamically update the current sensor data and uploaded time, today's average, yesterday's average and a trend chart for the past one month which can be dynamically zoomed in and out, by default it should be zoomed at past 48 hours. A trend chart may requie to show the data from two or more tables i.e., devices.
Finally, i need a Android application to monitor the same data as displayed on homepage which can trigs visual / sound alarm notifications when a datapoint exceeds the limit set by user. The application should also include a widget that displays the current data on one of the homescreens of android device.
The successful bidder has to setup the website and submit the entire source code in the form of project in any software that you work with for both website and android application.

Feel free to ask anything regarding the project. I can create user accounts / additional FTP accounts on iPage web hosting service as required. But I am not sure how to test multiple sites uploaded by contestants and even I do not know if you can create databases on the site with these accounts. Please advise me with this process.
