I have an html/php website template that is not responsive. I want it to display well in mobile and also be optimized for page load speed on both mobile and desktops. I will not be giving server access - you'll have to download the css files, javascript, etc and create the responsive design locally. PM for url - I will not respond to bids that haven't read the description or request a url.
