This is as much a design task as it is a coding task.

In short, a homepage to display links to external sites ordered by date

- Categories for different content.
- A "Suggest link" function that is basically a form that registered users can use to post links. Should correllate to an admin part where an admin can edit and approve the link to make it appear on the homepage. The person suggesting the link should appear along with the link.
- The links must be clickable and open a page in a new window, and incrementing a counter for number of clicks that is displayed with the link. The counter should only increase once per unique visitor.
- A voting function, thumbs up/thumbs down or +/- with counters. Not just a "like" button but also a "dislike" counting both separately.
- A commenting function displaying number of comments along with the link. Clicking the comment should open a new window that contains the comments and a form to post new comments. The comments should be threaded.
- A backend with a members registry. You must register as a user to be able to post links, comment and vote.
- The date must appear only once per day:


The goal is to recreate a site that is similar to this:

Now for the tricky part, I want it to be based on either Wordpress or Joomla CMS. It must be done without editing any core components making the CMS upgradeable. I'm not sure what this means for the process but I assume, and would prefer, it is done with a template and possibly plugin/-s. I am hoping this is easier to achieve than I imagine, for instance the members registry and commenting function already exists in both CMS and the links could simply be regular posts where the headline leads to an external link. Or what do I know, that's why I'm looking for help. I wouldn't be unhappy if the site would end up looking like the old buzz site but I am not looking to copy it, rather create a new version using it as inspiration. The site does not have to be responsive.
