First thing first .. It's very important we have reliable communication, if I can not communicate with you in a timely manner, you will not be considered for this job, that is my biggest issue on this website, communication with the developer I hire (that is why this job is a repost, I had no communication with the previous bidders). With that being said, the design mockup is attached ...

The project entails developing a skin / theme for a web based tool that has is already developed. We already have a design approved, we now just need to build the template code. The important aspect is that the code can be easily handed over & used/maintained by me without extensive training required. If documentation can be created during development to outline the code necessary to use the different page elements, that would be ideal.

See the attached PDF for the design mockup. Note that data shown is for sample only, we are generally not concerned with content or server-side functionality, only the theme/skin of the site and page design elements. I have further documentation to send if I consider hiring you.

The "dashboard" (page 1 of the attached PDF) is the primary focus. We are not concerned with a responsive/mobile design at this time but it may be something we want down the road, so that should be kept in mind during development where it makes sense.
