I need a skilled programmer to make very well designed html5/php/sql website using css with a database back end

The website will have 2 types of users.

1st type:

families which are looking for a nurse

2nd type:

nurses, etc. which are looking for a job

The site should function in a very similar way like [url removed, login to view]

The website will be for people that want to find a nurse , senior care (The 1st User). They will go onto the website, navigate to “We are looking for nurse” and enter the postal code, the spoken language, etc. then they write an advert (similar to the mentioned webside) and complete a profile page. The family should also be able to upload picture to their profile. The important functions are the family adding their informations for what kind of person they are looking. They should also be able to enter countrys manually from a list. These users should also be able to upgrade their adverts and upgrade their profiles.

The Second user (nurse) on this site will be the nurse looking for families, e.g wanting to hire a nurse They will navigate to “looking for a nurse” and enter the type of job they need. E.g family (this should be an auto fill search box but with the option to search for a family manually from a list). They then enter the area of where the job is taking place and click search. All of the results (Adverts) of families (1st users) that are willing to hire a nurse with the criteria in the area/language/country entered will appear in a list with a picture, Name and a short description. Please note there WILL BE other search filters.

Both users will need to be able to manage their profiles in a ‘My Account’ type section similar to the website [url removed, login to view]

The users will need to be able to pay for upgrades to their adverts and their account/profile. Only full member can get the contact informations of the family or nurse.

Both accounts will be able to review each other and give a detailed Star rating breakdown of their review (that produces a score), much like on ebay or freelancer.

From an admin point of view, the Site administrators will need to be able to control almost everything.

How much upgrades cost, add/remove categories etc etc. Basically everything you’d expect for a backend admin panel.

The website should be SEO friendly

Please only bid if you can:

Show previous experience of this type of work

Communicate via speaking on skype at least once a week for updates and queries. All other communication can be done via typing on either MSN Messenger or Skype.

Be able to give quick 5 half-weekly updates (can be a short typed e-mail)

Be able to show progress via skype screen share or another similar way.

Have a good grasp of Joomla, html5, php, sql and CSS3 and can show previous implementation of it.

Produce Clean, Compliant and annotated code

Sign a Non Disclosure agreement.

Accept Staggered milestone payments

I will be willing to pay more if the website can be designed to a very high standard, something like HOWEVER i am more focussed on the functionality and programming of the website at this point. Please tell me in your bid exactly what you can do.

I am not looking for the absolute cheapest however this project does have a limited initial budget. There will be ongoing work / adding additional features and functionality with this project which will be offered to the winning bidder first so please keep that in mind.

Please note, if you are bidding at the higher end you will need to show/prove that you can do this all to the highest standards.
