Greetings, I have read initial high level requirements & seen all the PDF document, images etc. So, basically you have already completed the design & once we have PDF files, we can then simply convert them into HTML/CSS to complete the website. Of course, there are other features, which we have to developed as per your explanations in the attached document but I am concerned about your low budget.
