Convert Static HTML site to PHP to display XML & RSS feeds

I have a live site with static HTML pages based on Dreamweaver templates. These templates use CSS and HTML. I want to change some sections of the site to dynamically generated PHP pages displaying content from the XML and RSS feeds of the affiliate programs we use.
I need to do this as economically as possible. I am open to suggestions as to breaking this project into stages, alternatives to PHP or only doing some of the components.
The site has Download games and Online games from games affiliate programs we belong too. Each Download game is listed on a separate page with the description, images and links for that game. The games are also listed and linked from category pages. I currently build the static HTML pages using Dreamweaver templates. I copy the game information, images and Buy Now and Download Links manually from affiliate XML and RSS feeds and paste them into the HTML pages I create.
I want to convert the site to:
• Display the game description pages and category pages dynamically
• Update them with new games daily.
The games would be taken from my main affiliate feed, possibly another affiliate feed and from a list of games that I would create manually from various sources. I was thinking I would create the manual list in Excel or directly into a database table. But I will be guided by you as to the best format that will import into your combining of the data from the feeds.
The category pages should list the games in ranking order from the XML feed. We will need to discuss if one XML feed must be the dominant ranking order, or if it is possible to amalgamate the ranking of two feeds. The method used will need to be agreed upon before the job is started.
The Mod Rewrite function should be used to turn dynamic URLs into search engine friendly static .htm URLs for the game pages and category pages.
MOST IMPORTANT – Do not lose Search Engine Ranking or links from social media and other sites linking to our site pages!
My main concerns are how to avoid losing existing links to our site pages and rankings in the search engines when the new page name and URL changes are made. Also how to do this in the most economical way that keeps the price of the job down.
It may be the new PHP pages need to be converted [url removed, login to view] Mod Rewrite page names and either you or I have to do Google friendly 301 redirects for the old pages. Please put in your bid for the job and we can discuss your approach before the job is awarded.
When the new dynamic site is operating I expect it to be set up to allow me to easily make simple changes eg. Number of games listed on a category page, text for headings etc. Any changes beyond simple modifications would be future work.
Compatibility Specifications for the modified template and HTML pages
• All site pages must be cross browser compatible with IE7+, Firefox 2+, Safari 3+, Chrome 8 and other Standards Supporting Browsers.
• All HTML and CSS code must validate with W3C
• Generated pages should be - DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional
• Search Engine Optimization (SEO) is very important. All site pages must be SEO friendly for Google and other major search engines.
