Create a Wordpress Template

Good day to you all I have a project that is essentially going to be endless in scope for myself, but could be an amazing opportunity for you. My partner and I are trying to get a beta off the ground in order to have something to present to our potential investors and interested parties. Originally I thought he wanted to bring me on as a developer but its clear that I should assume more of a project lead role for agile development because in the end time is money. I know what needs to be done, and how to do it, I just dont know how to do it quickly so I am hoping to land extra sets of hands on keyboards to assist me in this. Essentially what I am here for is to have a custom theme developed for wordpress. As this only a beta, there is a significant amount of flexibility that we have in the beginning but the idea is to get the foundation laid as quickly as possible. I have attached the mock ups and outlines for the immediate goals, but to be as specific as possible the goals for this stage are as follows: -Reasonably Responsive design: We all know that the nuances of ancient androids and perfection across a thousand platforms and mobile devices is a hefty task, but the basic idea is a no-scroll homepage. -CSS and DIV heavy layout, with plenty of /* notes */ : As most of the applications have not been fully developed yet, and coming from a coding background myself I really just need multiple areas prepped for "plug & play". A large amount of the final design is going to be dedicated to advertising space, and it falls on them to parse and package the information and code and send them to me. -Databasing for users info & ability to chat and share information: This is going to be the bread and butter of the developers expectations. Member/Merchant join needs to send forms to DB with various profile information, upon login the users profile pic, friends list, and ability to post information/upload must be present and able to parse to members on their list. Wordpress already has most of this handled with their LAMP architecture, and from the jump a few tweaks to quick-chat or other plug-ins would probably suffice. Communication is KEY to the functionality of this site. It will begin as an invitation only platform, and those currently in waiting are eager, but understanding. -Embedding Skype Chat or other Video Messaging: One module on site requires the ability for users to talk face to face, originally with a free membership. Preferably login into the site will also pass the information to the service platform, but if not it is not that big of a deal as long as the users can connect to one another. Please look closely to the attached information and provide your response, along with examples of your work regarding responsive development, DBC, and custom themes.
