The only thing I need in java is the server. The main thing on the web page needs to be all in flash.
You need to be able to walk around in a tile based world. The tiles need to be in array format (flash) (e.g. 0 is walkable, 1 is not walkable like a wall, 3 is a chair where if you click on it you sit down unless there is someone already there). Also there needs to be an inventory for a player and there needs to be objects in the game where you can pick up. Also there needs to be a currency (dollars). NPCs will be in it too, and you can talk to them, they will give you simple information. There is also a chat log to record what people said, once someone types in a message and presses enter (or hits send) it will appear above their head in a bubble and be added to the chat log.

**To save you lots of time and work, I will make all of the avatars and tiles for the game, however you will need to create 4 different things. 1, a simple avatar with 3 frame walking animation. 2, a walkable tile (grass). 3, a non walkable tile (a rock). 4, a wall.
Then you can just make a simple map thats around 15 tiles big. I will do all of the map making and sprite making.**

The server needs to be able to run on a Linux Redhat server.
