Google Earth API template

Looking for assistance in creating a simple Google Earth API template.

The Google Earth application will need to simulate a "live feed" look of placemarks appearing on the map marking points in time of when something happens. We have an existing file that includes lat, long, date/time, and placemark type. It is in the following format (This is a sample only):

This data extends for one full week. Unlike the above sample data, there will be many more records. There will be approximately 160,000 records per day - or about 1.1 million records for the full week. This data can be placed in a MySQL database and outputted via PHP as needed. We would need you to write that PHP code if implemented that way.

The goal is to have an HTML page with an instance of the Google Earth API... via javascript, the code should check what day it is currently (Monday, Tues, wed., etc) and what time it is currently.... and begin to display placemarks starting from that point based on the data simulating a "live feed".

For example, if a user calls up the web page on Friday November 18th at 16:35, it begins to display Friday's records (in the case of the sample data above, 10/28/2011 data - there is only 1 week of data) and shows records starting at 16:35 on that day and then continually querying and showing records from that point forward as the application is running... 16:36 adding new records one by one... simulating as if these incidents are happening now. This webpage is intended to be running virtually all day on a computer screen. Essentially replaying 10/28/2011 data as if it were happening today in real time.

To keep performance of the map acceptable, we envision about 200 placemarks on at a time. So, a placemark would fall off after a given period of time (could be either a timer or a limit on the number of placemarks - the limit of placemarks or the timer duration should be configurable in the javascript)

The placemark icon should also be different based on the "type" field in the above data (for now, you can make it any placeholder... we can modify the actual URL later)

Constraints... please use only javascript, the Google Earth API, PHP and mySQL in the solution. It will be a working template that we intend to modify slightly to finish up the project. Also, the template needs to be created by this Thursday by 1pm (Eastern US time)

In a private message with you bid, please describe in general how you would handle the "feed" of placemarks to the Google Earth API instance (for example, a query every minute to a KML output generated by a PHP script from a MySQL database... or however you recommend to do it to accomplish the goal and maximize performance if the user interacted with the interface to "fly into" a particular region on the map)
