Pay Per Download Website / PPD / Simular to FileIce/ShareCas

Pay Per Download website like FileIce or Sharecash where users upload files and they will get a special link like: [login to view URL]{fileid} and when a user visits this link, they will have to choose from two options, to download with doing a survey or downloading with buying premium. If they choose survey then they should click on a button/link with the text: Free download and a window will popup with CPAlead surveys, when a user have completed a survey, the user downloads the file that he wanted, and the other user who uploaded the files gets a cut of the money that I got (I should be able to modify that). If they choose to download it without surveys then they should click on a button/link with the text: Premium Download and then they have to buy Tokens, for each token they can download a file without doing a survey, the user gets a cut from the price of the tokens (I should be able to modify the price for the tokens). What should be included in my site: For users: -Apply form for new users -Dashboard where they can check statistics in graphs, daily breakdown, hourly breakdown and it should be dynamic so it would get updated without refreshing the page -User ability to change information like Paypal email, password, email and so on. -Payout history -Refferal system Admin: -Admin panel with statistics over earnings and how much profit, also total earnings * the percent cut -Approve/deny system in admin panel so I can check who to approve and who to not. -Proxy protection -A config file where I can edit most of the site settings, like name, description and so on. Please use the include function as much as possible, like make a [login to view URL] file, a [login to view URL] file and so on. Not a single file will have any encryption, all files have to be decrypted and the code should be well written.
