I need a website written to perform the below functions:

Allow requestors to post - Requests for Quotations, and Tenders. (e.g companies requiring cleaning services)
Allow service providers to post - Quotations and view Tenders. (e.g. Janitorial companies)

The website will also have a few cron jobs that need to be configured at certain points to send emails etc. The website is initially designed for the cleaning industry, but should be flexible to allow future additions of other industries. The website will also need to interface with PayPal API to do pre-authorisations at certain points (code already provided). The design for every page has already been done. Below are a list of features that will be required. All of the features are well documented in a blueprint and MOST of them already indicate how to implement them (e.g. Existing script ). All that needs to be done is implement it with the website. EXCELLENT knowledge of JavaScript + PHP is required.

Ajax Inline editing (script already existing)
Email confirmation when signing up (script already existing)
Member admin page (to view account, requests, bids etc...)
AJAX screens (for creating quotations)
Payments API (for charging differing amounts)
Cron jobs

This is a fairly small project and the budget is ~$500.
I work in the industry and I know that development time for such a website would be around 3 - 4 weeks.

Please do not be offended by this but I have had some horrible problems before with some developers so I will only respond to bids that address the requests I have written. GOOD ENGLISH IS A MUST. I do not want to see pm's with a list of 100 other websites you have done. I have a pdf showing all the process flow charts. If you want to see them, you can request this and I will email you. Whilst I agree that the project should be strict and only be applicable to the detailed requirement, it would serve us well if you would be flexible enough if a small additional requirement is necessary. I intend to continue developing the website, so a good relationship established here can see us working together for the next iterations.

For the project management, the payments will be done by meeting my set milestones.
