We require a Joomla module compatible with v1.5 & 2.5 which blocks cookies on the users session, and displays a banner at the top of the screen until the user clicks to accept them.

The banner should be fixed position, always on top, 50px high, full width.

The banner should carry a message saying "This website works best using cookies which are currently blocked. Allow cookies?”

There would then be a button labelled “Accept” Which when clicked would activate cookies for the users session, and the banner would then disappear.

On the far right of the banner, there would be a text link: "What are cookies?" This would link to a Joomla article which will contain a simple explanation about cookies, and the results of a site audit (content to be supplied by us) with cookie usage explanation (content to be supplied by us), a link to a standard privacy policy document (content to be supplied by us) and a further link to an article explaining how users can disable cookies in their browser. (content to be supplied by us).

The module will have a configuration pane to include the following options:
com_content article selector (dropdown?) to allow article selection of the "What are cookies" article.

CSS input fields to allow us to control the following:

- background colour of the notification strip
- colour of the “Accept” button
- text colour on the notification strip

The module would need to include an installer (zip file) for easy installation into our Joomla 1.5 & 2.5 based websites using the standard Joomla installation procedure.

The module should always load across the top of the screen. It’s likely that many websites we install the module to will not have a module position at the top of the screen for this, so this should be taken into account when creating the module.
