Joomla Project Take Over

We have fired 3 people that say they know what we want from the explanation we have given them ,but the do not understand. So we need someone , that is here in the USA that understands the way we do things , we thought a website would be sufficient and said we want it cloned using joomla ,but i guess they done understand?
