504503 Simple Android App Development

I am looking to have one (and possibly two) Android apps created. They will both be basically the same thing. The app will cause something to happen when the charger is plugged in/ when the phone/ device begins charging. The first app will do something automatically. If you decide you'd like to develop the second app, it will offer a choice of more than just the one thing happening when the charger is plugged in. I already have graphics and the layout for the app. All I need is some simple coding for this app. Should work on all versions of Android 2.1 and up, including Honeycomb/ 3.0. My budget is limited, so please understand that this is no massive project, but is intended to be a very simple application.
