Our roads are breaking up! I want to create a community feedback website, where the user can report new potholes appearing in the roads of Plymouth. I would liker the user to be able to quickly and easily log the location of a pothole, provide brief text and upload a photo. Additionally, the user should be able to edit/update their pothole. The system must be very quick and simple for the user.
As well as being able to upload the info using a website, a registered user should also be able to download a mobile application from the website. This mobile app should be uber simple to use, offering the minimum of functions; 1) take geo-tagged photo, 2) enter text, 3) upload to the website's database.
At present we have a very simple, Joomla website with a slightly customized 'Hotspots' component (third party commercial component). This component provides all the functionality that is needed - and more.

There are some edits to be made to this website, mainly removing some of the functionality of the 'hotspots' component and changing a few default settings. Also, the edit/update pothole function appears to have stopped working so will need to be looked at. Altogether, these changes shouldn't take a professional more than an hour or two. I will send you detailed screenshots of how the site should work.
Additionally, there should be a mobile application which allows the user to take a geo-tagged photo and add brief text description; this data to be added to the Joomla database so that it displays on the website's map. This app should provide the user only with the functions; 1) take photo, 2) add text, 3) upload to website. The user will have already registered with the website in order to download the app, so the users login details should be enclosed within their app download. i.e. when the user loads the app, they do not have to login. No other functionality is needed for the app.
I need an automatic PHP image resizing function (800px max (height or width) 72dpi) for the uploaded images - both website and mobile app.
I require all source files.
