I need coding help for my website and an SMS installed on the site

I need someone to install an SMS for me on my website http://www.textphonelotto.com. The SMS can be whatever you want, an icq or whatever free or not free SMS you can install. ([url removed, login to view] has a few free SMS gateway).
1) Currently on my website, In the sign up form [url removed, login to view]
the user/customer has to manually select his cell phone carrier be it (the carrier) ATT or Verizon or Sprint or T-Mobile or Alltel etc.) I want to change that . I want that when the users input their cell numbers in the signing form of the Website [url removed, login to view], the website would be able to detect the user’s cell phone carrier.
