I'm looking for someone to build a database driven website that allows users to login to an account and upload data in a simple form. The site should also have administer accounts to edit data and view custom reports. On the front end, visitors should also be able to query data for downloadable excel spreadsheets and user-defined online graphs. A clickable map with monitoring sites, where you can click on the site to get up-to-date data and site information is also needed.

The site should be coded in HTML/PHP with responsive CSS (to allow for mobile devices) and the database built in MySQL.

Here's some information on the water quality monitoring program that this database will support:
Through RiverTrends, the volunteer water quality monitoring program, we provide technical support and training to interested citizen water quality monitoring organizations throughout Virginia's portion of the Chesapeake Bay watershed. RiverTrends is used to educate and engage citizens on concepts of water quality, living resources, habitats, and pollution. The water quality parameters used in the RiverTrends program include: dissolved oxygen, turbidity, pH, salinity, temperature, bacteria (E. Coli), nutrients, and observational data. Monitors collect data at least once a month and are asked to input data into an online database. Staff then scans the data for accuracy and submits the data to the state once a year.
