PHP/MySQL/AJAX. chat software modifying

Hi I have a chat foftware built for shared hosting accounts I would like it changing for the following,

debranding,

control changing, it is possible as admin to set room owner and moderators but it makes them moderator across whole of chat server

I would like it so a user can make a room, what it allows now

then once made the maker of the room can add moderators for just that room

can send files but not current have it hosted
