http servise

hi , i want someone how can build me my one http service that convert address to map coordination and map coordination to address.

i don't wont to use google map or any other service.

i don't care how you get the data in the first place but i don't want my service to be defend on any other services out there.

the database have to be clean and organise by country state city and street in an alphabetically order.

this is how i want it to be:

i send http request with the name of the country,state ,city ,street and street number and it retrieve me a Latitude and longitude.

of course it work's the other way around.

also for the service to be multilingual you will have to build a separate database that convert all the country city and street name's to number so i can duplicate this database every time i want to add more languish .

i want this service to be secured so only my request can be executed and for me to test this service you will have to build a small php page form that demonstrate the service .

you should know that i never pay a freelancer before i can see more than 50% of the job done and done well for my satisfaction so if you have a problem with the way i do business don't waste your time biting an offer because i don't gonna pay in advance.
