I'm looking for someone to create a membership site for me (no design needed) that will be run via PHPBB3. The membership site should be integrated with PayPal and IDevAffiliate. I'm also looking for someone to make a "mentoring" type mod for PHPBB3, which will be explained in further detail.

Basically, the forum will consist of three membership levels (each membership level being a different usergroup).

The user should fill out one registration form. Upon doing so, they should automatically be subscribed to a PayPal subscription, and a user account on the forum (which is hidden to all non-members) should be automatically registered, and the user should be added to the usergroup that they signed up for from paypal. They should also be automatically registered for an IDevAffiliate account, which will be linked to their PayPal account in case they make any referals to the forum.

If the user cancels their PayPal subscription, or fails to make a payment, their access to the forum should be temporarily suspended.

The IDevAffiliate account should be set up so that the member receives commission from any referals they make for new forum registrations. There will be three different membership levels, each paying different amounts, depending upon which membership level the lead subscribes to. The forum member should be paid 20% of that amount as a recurring monthly commission.

Now, on to the "mentoring" mod I'm looking for.

On the forum, each user should have an option under their name "Make This User My Mentor". A user should only be able to change their mentor once every month, and they may only select 1 mentor at a time. There should be an admin interface created that lists all users along with the number of people they are "mentoring", with a list of those people. All mentors should have their paypal address listed in this admin interface, and there should be an option to export all mentor e-mail addresses, along with the number of people they are mentoring, multiplied by a set figure and converted to a dollar amount, so that the list can be used via PayPal mass pay to pay the mentors. The amount of money a mentor should make is 10% of the membership fee the user is paying per month (this can be determined by their membership level).

A user should not be able to make themselves a mentor. Underneath the forum avatar there should also be a line indicating how many mentorees a mentor has (eg: This user is mentoring xx users on this forum).
