To create the Multilingual Moderated Forum (world-wide-web discussion board) in two languages: Russian and English (the translation from English to Russian can be performed by Buyer himself).
The _registered users_ are identified by login and password. All unauthorized users (guests) are considered as default user ‘Guest’. Each user or visitor has a set of _preferences_ specifying the look and feel of the Forum to him/her.
The _message_ is the plain or formatted text with some additional information (such as subject, author name, date/time, etc.). Each message has the _type_ that indicates its _category_, display preferences and purport, e.g. ‘question’, ‘news’, ‘information’, ‘expert judgment’, etc.
The _thread_ is the hierarchical tree-structured set of messages, where the first message is a root (initial) message, and other messages are replies to root or subsequent messages.
The _section_ is a topic-specific set of threads in a certain language mostly. Each user has a _position_ in each section that defines his/her role and level of access.
The _survey_ (pool) is the question with a list of suggested answers at a certain section. User can vote for the particular answer.
The _glossary_ explains the most frequently used terms (words or phrases) and is auto-linked to the text of the message.
The _action_ is any operation that some user can do, e.g. view message, post message of the particular category, initiate a thread, edit own message, delete message of the other user, etc.
The _privilege_ is the right to perform the action at the section.
The _group_ is the set of users. Each user may be a member of any number of the groups. The privileges are granted to the groups and thus applied to all members (users) of the group.

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables):
a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

Upgrade to the recent versions of the listed software as well as installation of some additional software is possible if necessary. Buyer provides ftp-login (and ssh-login if necessary) to test web-site located at his dedicated server.
